SENATE BILL NO. 81 BY SENATORS COGHILL, Meyer, entitled:                                                                        
                                                                                                                                
          "An Act allowing a reduction of penalties for                                                                         
          offenders successfully completing court-ordered                                                                       
          treatment programs for persons convicted of driving                                                                   
          under the influence or refusing to submit to a                                                                        
          chemical test; relating to termination of a revocation                                                                
          of a driver's license; relating to limitation of a driver's                                                           
          license; and relating to restoration of a driver's
